Middle East Independent Agencies Launch First Professional Body
Independent agencies in the Middle East now have formal representation through the Alliance, addressing a structural gap in the region's $8.18 billion marketing market.
The Alliance of Independent Agencies Middle East has officially launched as the region's first formal membership-based professional body for independent marketing, communications, and advertising agencies, debuting with 25 founding members across the UAE.
Partnership Brings Proven UK Model to a US$8 Billion Market
The organization is structured as a partnership between two entities. The first is Migrate, a UAE-based consultancy founded by Nick Walsh, a 20-year WPP veteran who left the global holding company to help independent agencies establish themselves in the Middle East. The second is The Alliance of Independent Agencies UK, founded by Clive Mishon, which has built a community of more than 100 member agencies over seven years of operation.

Emily Foreman has been appointed Director of the Alliance Middle East. She brings direct experience from setting up and scaling an independent experiential agency in Saudi Arabia, giving the organization firsthand knowledge of both the UAE and Saudi markets from the outset.
A five-person Regional Board of Advisors was also established at launch, comprising Elisabeth Anne of Imagination Middle East, Mike Khouri of Tactical, Dan Taylor of Bellwether Brands, Lisa Welsh of North Seventy Five, and Roy Aftimos of C2 Comms.
"The Middle East is one of the most dynamic and fast evolving marketing markets in the world, yet independent agencies have historically lacked a formal platform to represent their collective interests," said Walsh. "This Alliance Middle East exists to change that."
Filling a Structural Gap in a Fast-Growing Regional Market
The Middle East marketing and advertising agency market reached US$8.18 billion in 2025, with projections pointing to US$10.76 billion by 2031 at a compound annual growth rate of 4.7%. Digital-only agencies now account for approximately 46% of agency revenues across the region.
Despite this scale, independent agencies in the Middle East have operated without collective representation. The market has historically been dominated by the regional offices of global holding company networks, which have benefited from established client relationships and procurement frameworks that smaller independent firms could not access.
The Alliance addresses this gap directly. Walsh noted that brands across the region are increasingly seeking agency partners "that can move quickly, provide senior expertise, and adapt to complex challenges," describing these as strengths that independent agencies already deliver.
Clive Mishon, whose UK model serves as the operational blueprint, described the potential: "Over the past seven years, we've built a thriving community of more than 100 agencies who learn together, elevate standards together, and win together."

Invite-Only Membership and Plans for GCC Expansion
The Alliance Middle East uses a curated, invite-only membership model. This is designed to ensure quality and complementary expertise among members, positioning membership itself as a signal of credibility to prospective clients rather than functioning as an open directory.
The organization's mandate extends beyond advocacy. It plans to focus on talent development, capability building, industry standards, research, and events, as well as fostering collaboration between agencies, clients, media partners, and technology companies.
The Alliance launched initially in the UAE, with planned expansion across key GCC and wider Middle East markets. The GCC region accounts for approximately 68% of total MENA advertising expenditure, which reached US$47.8 billion in 2023, making the expansion strategy commercially logical.
Migrate's founding rationale also provides relevant context. The consultancy was created specifically to address a documented failure rate of over 60% for agencies attempting to enter the Middle East due to regulatory, cultural, and operational challenges. The Alliance Middle East is built on Migrate's existing regional infrastructure and expertise.
