Publicis Opens Singapore AI Hub With Government Backing
Publicis Groupe launches AI Development Hub in Singapore with government backing. New roles and capabilities, not automation cuts. How this shapes regional marketing.
Publicis Groupe APAC has launched a dedicated AI Development Hub in Singapore, backed by the Singapore Economic Development Board (EDB). The initiative aims to build and scale proprietary marketing technologies across Asia-Pacific and for global markets.
The announcement aligns with Singapore's commitment to AI as a national strategic priority, as outlined in the country's Budget 2026 speech earlier this year.
Hub Focuses on Data, Identity, Media and Content
The hub is designed as a collaborative environment for engineers, strategists, creatives, and product teams. Its work will span four core areas: data analytics, identity management, media optimization, and content creation.
Publicis says AI-enabled workflows developed at the hub are projected to cut manual campaign execution time by 20% to 30%, improving speed, quality, and delivery capacity across regional teams.
"AI is reshaping the marketing industry, but real transformation only happens when technology, data and talent evolve together," said Sapna Nemani, Chief Solutions Officer at Publicis Groupe APAC. "Our focus is on making AI practical, secure and scalable for our teams and our clients."
The initiative builds on Publicis Groupe's years of data infrastructure investment, including its 2025 acquisition of identity firm Lotame. Combined with its existing Epsilon data platform, Publicis says it now covers close to 4 billion individuals, representing 90% of consumers worldwide.
Singapore Chosen as APAC's AI Springboard
The hub will include a dedicated research and development center and will contribute to Singapore's National AI Strategy 2.0, which aims to position the country as a trusted global node for AI development and deployment.
Junie Fo, Vice President and Head of Professional Services at the EDB, welcomed the initiative. "This initiative will allow Publicis Groupe to develop advanced AI capabilities across data analytics, identity management, media optimization, and content creation to serve both Singapore-based and global enterprises," she said.
The location reflects a broader trend. According to a joint 2026 survey by the EDB and McKinsey, 73% of companies in Southeast Asia are currently in the piloting or scaling stage of AI, compared with 57% globally.
Talent Creation, Not Headcount Reduction
Publicis has framed the hub explicitly as a jobs initiative, not an automation push. The program is described as creating new roles and future-ready capabilities, not eliminating existing positions through automation.

Engineers, data scientists, product designers, marketing specialists, and innovators will work together in a shared development environment. The hub will also partner with Singapore's Institutes of Higher Learning to offer internships and applied research opportunities in AI, data science, and human-centered design.

"We are not just adopting AI, we are shaping how it is used in a way that is trusted, responsible and grounded in strong fundamentals. Just as importantly, we are creating opportunities for talent here to step into new roles and build skills that will define the future of our industry."

What It Means for the Region
For APAC marketing and communications leaders, the hub represents a significant infrastructure commitment from one of the world's largest agency groups, with government endorsement attached.
The EDB's involvement signals that Singapore views the professional services sector as a core pillar of its AI ambitions, not just a beneficiary of them. Publicis is now formally embedded in that national strategy.
The hub's R&D center will develop AI solutions spanning creative optimization, content development, influencer marketing, and media planning. Publicis says these capabilities will serve clients in Singapore and across the Asia-Pacific region.
