Google quietly confirmed what many had expected: it has signed a classified AI agreement with the US Department of Defense, effective April 28, 2026. The deal gives Pentagon personnel access to Google's AI tools for what the contract calls "any lawful government purpose," including sensitive operations on classified military networks.

The agreement makes Google the third major AI company to formally ink a classified deal with the Pentagon, joining OpenAI and Elon Musk's xAI. For tech executives watching how AI companies handle government pressure, the timing and terms are worth examining closely.

A Contract With an Important Asterisk

The Google deal includes language that sounds reassuring on the surface. Both parties agreed that the AI "is not intended for, and should not be used for, domestic mass surveillance or autonomous weapons (including target selection) without appropriate human oversight."

But there is a significant catch. The same contract states clearly that it "does not confer any right to control or veto lawful Government operational decision-making."

In plain terms: Google has written its safety preferences into the paperwork, but those preferences carry no enforcement power. If the Pentagon decides a particular use is lawful, Google cannot stop it. Critics, including the Electronic Frontier Foundation, have called similar language in other AI contracts "weasel words" that provide cover without real protection.

What Google's Own Employees Think

More than 600 Google DeepMind and Cloud employees signed an open letter urging CEO Sundar Pichai to reject the deal before it was signed. It is the largest internal protest against a Google government contract on record.

The employee concern reflects a deeper tension that every technology company operating at scale now faces. The Broader Picture: A Field of Three

Google's deal mirrors what has already unfolded across the industry. The Pentagon awarded contracts worth up to US$200 million each to multiple AI labs in 2025 for agentic AI workflows across defense operations. OpenAI and xAI signed their classified-network agreements earlier this year.

OpenAI's rollout was notably rocky. CEO Sam Altman admitted the announcement "just looked opportunistic and sloppy" and the company was forced to amend the contract after 98 employees protested and the head of robotics resigned. Google appears to have absorbed its own internal backlash more quietly, but the underlying tensions are the same.

Anthropic took a different path entirely. It refused Pentagon demands to strip its safety restrictions, was subsequently declared a "supply chain risk" by Defense Secretary Pete Hegseth, and was effectively blacklisted from defense contracts. A federal court later sided with Anthropic, granting a preliminary injunction that found the government's actions were punitive.
